Call for proposals – Partner Meeting 2026 – Questions and answers

KURVE Wustrow invites project teams to apply for the facilitation of the KURVE Wustrow Civil Peace Service partner conference 2026, which will bring together 120 people from all partner organisations worldwide. The conference will take place near Berlin from 30 August to 4 September 2026. We are looking for a diverse team of facilitators for this event.

Question 1: Could you confirm that we can apply as a team of two individual consultants for the tender "Facilitation of a partner conference of the Civil Peace Service"?

Answer 1: Yes, a team of two individual consultants may submit a proposal.

Question 2: Will accomodation at the venue be provided by KURVE Wustrow or will this have to be organised and included in our submitted budget calculations? If the latter is the case, have special rates been negotiated between the venue and KURVE Wustrow (for example for participants) which we could take into consideration?

Answer 2: The facilitators' team will be provided with accommodation during the conference, so they will not need to organise or include it in their budget.

Question 3: In that context, we would like to know who the partners described in the call are: Are they individual partners working with the CPS personnel in the countries listed in the proposal or are they partner organisations from the national civil society in the respective country which undertake activities on behalf on CPS?

Answer 3: The partners of KURVE Wustrow mentioned in the call for proposals are civil society organisations from the respective countries in which we carry out projects within the framework of the Civil Peace Service.

Question 4: Can KURVE Wustrow support the visa application of non-EU facilitators?

Answer 4: As a rejection of the visa application would have an impact on the partner meeting planning process, which takes several months. Visas for the facilitators must be obtained within 4 weeks upon receiving of the assignment. KURVE Wustrow can only provide limited support for visa applications from moderators from non-EU countries.

Question 5: Could you tell us a bit more about the composition of the group; i.e. roughly the ratio between people from the KURVE Wustrow headquarters, the CPS workers in the host countries, and representatives from the local partner organizations? Will other people associated with KURVE Wustrow participate in the meeting; e.g. people from the senior management team or the governing body?

Answer 5: Participants at the partner conference include local employees of KURVE Wustrow partner organisations (making up roughly 60% of attendees), International Peace Workers who collaborate with these organisations (making up roughly 25% of attendees), country/regional coordinators sent by KURVE Wustrow, and KURVE Wustrow head office employees who work in the CPS field (including our directors, making up roughly 15% of attendees).

Question 6: Is there a chance to involve members of KURVE Wustrow’s CPS team as additional facilitators and/or for documentation as there are roughly 50% more participants than in 2018 but the budget will not allow for a third person in the external facilitation team. 

Answer 6: In order to facilitate equal participation and open exchange among all participants, it is not desirable to assign the KURVE Wustrow team as additional facilitators. However, selected participants can volunteer to spearhead topics during individual sessions. The facilitator team should provide documentation of the processes and group work. At the same time, KURVE Wustrow will produce its own documentation.

Question 7: Regarding the pre-event assessment and planning phase; especially with representatives from the partner organizations: Will KURVE Wustrow organize one big group call online? Or is it up to the facilitation team to organize individual calls with the partner organizations? Or is a more systematic assessment via questionnaires required?

Answer 7: KURVE Wustrow does not plan to organize one big group online call prior to the event. KURVE Wustrow intentionally works with the approach open space so that all participants can bring their topics to the conference. However, KURVE Wustrow also expects the facilitators’ team to propose an appropriate method of gathering information or input from the partners prior to the event.

Question 8: Will travel expenses to and from the conference need be budgeted as part of the offer?

Answer 9: Travel, meal and accommodation expenses can be invoiced in addition to the fee against receipt/travel expense report in accordance with the provisions of the Federal Travel Expenses Act.

Question 9: Will travel, food, and accommodation expenses for a planning meeting in Wustrow need to be budgeted as part of the offer?

Answer 9: Travel, meal and accommodation expenses can be invoiced in addition to the fee against receipt/travel expense report in accordance with the provisions of the Federal Travel Expenses Act.

Question 10: Will all participants be conversational in English? And if not, will KURVE Wustrow provide/take care of the translation services and necessary technical infrastructure?

Answer 10: The working language will be English so knowledge of English is a prerequisite for a fruitful exchange and participation in the partner meeting but also for the informal exchange during the partner meeting. Due to the format of the meeting and the number of languages, translations (one-to-one translations) will be provided only in absolutely exceptional cases by KURVE Wustrow.

Question 11: Are there any special security aspects the facilitation team needs to be aware of which might have implications for the overall concept for the event and/or the documentation? For example, in regard to participants from Myanmar and/or Sudan.

Answer 11: Due to security measures and to protect the partners the facilitators’ team will be obliged to maintain strict confidentiality of participants and partner projects, as it was mentioned in the KURVE Wustrow call for proposals. In addition, KURVE Wustrow will review all content and pictures taken during the event to ensure that none are published without the consent of the persons depicted.

Question 12: Are you aware of any participants with a disability and/or special needs and respective implications for the conference the facilitation team needs to be aware of?

Answer 12: It is not known yet, if any persons with disabilities will attend the partner meeting, as the precise list of participators has not been fixed yet.

Question 13: Could you please clarify how many members of the KURVE Wustrow CPS team are expected to actively support the facilitation during the conference (e.g. as co-facilitators, hosts, or documentation support)?

Answer 13: It is not expected that any members of the KURVE Wustrow CPS team will actively support the facilitation of the conference as co-facilitators (see question 6). However, one person from KURVE Wustrow will be responsible for the internal documentation, while another will oversee the running of the event.

Question 14: Given the diversity of CPS contexts and the possibility of emotionally demanding situations, are there existing safe space or awareness concepts at KURVE Wustrow that the facilitation team should build upon? In addition, could you clarify who would be responsible in case of crisis situations during the conference (e.g. designated staff, awareness persons)?

Answer 14: KURVE Wustrow has an awareness concept that will also be applied during the partner meeting and will be presented to the team of moderators during the preparation phase. In the event of a crisis during the conference, both the awareness officer at KURVE Wustrow and KURVE Wustrow staff will assume responsibility.

Question 15: Regarding the planned exchange on partnership practice: is KURVE Wustrow aiming for structured feedback formats (e.g. facilitated reflection or anonymised inputs), or is this intentionally left open for the facilitation team to design?

Answer 15: This particular component has been intentionally left open so that the facilitators' team can design it during the preparation period from March to August 2026 in consultation with the KURVE Wustrow preparation team.

Question 16: Are there existing documentation formats or templates from previous CPS partner conferences that KURVE Wustrow would like to build upon? If so, would it be possible to share such a format (without content), so that it can be considered in the proposal and methodological design?

Answer 16: The facilitators’ team will be provided with access to documentations of previous KURVE Wustrow’s CPS partners conferences in order to enable designing a coherent format for the upcoming event.

Question 17: With regard to the evaluation of the conference: are there established evaluation formats or guiding questions from previous CPS partner conferences? If available, could these be shared (without content) to allow alignment of the proposed evaluation approach with KURVE Wustrow’s existing practice. 

Answer 17: As the last partner conference at KURVE Wustrow took place in 2018, the facilitators’ team is expected to develop new, up-to-date evaluation formats and guiding questions. However, the team will be given access to existing resources that may help them develop the most appropriate evaluation formats.
