Evaluation Multipliers Myanmar questions and answers

As part of the call for proposals for our Myanmar evaluation under the Civil Peace Service (ZFD), we are regularly publishing anonymised questions from interested parties along with our responses here.

Question: Is a detailed breakdown in accordance with the German Federal Travel Expenses Act (Bundesreisekostengesetz, BRKG) required, or can a lump-sum item be listed for travel expenses within Thailand?

Answer: Please estimate travel costs as a lump sum in your proposal. The actual reimbursement will strictly follow the German Federal Travel Expenses Act (Bundesreisekostengesetz, BRKG).

Please note: Conducting interviews on-site is not a requirement for the award; no provision is made for international travel costs. However, should the applicants be located in the region, on-site interviews may be possible and domestic travel expenses can be claimed.

Question: In the case of a two-person evaluation team consisting of an international and a national consultant, would it be feasible for the combined working days to exceed the allocated 20 to 25 days, provided there is a reasonable division of responsibilities?

Answer: We assume that 25 working days are sufficient; please indicate in your proposal if additional working days are calculted and explain

Question: While the three partner organisations have different thematic areas of focus, can we understand that KURVE Wustrow has provided broadly similar capacity building and technical support to enable them to establish and strengthen their respective multiplier networks?

Answer: Indeed the three partner organisations have designed different approaches for their multiplier work. However, the partner organisations have received broadly the same capacity support from KURVE Wustrow, but some measures were tailored to their specific needs.

Question: Could you advise on the approximate number of indirect beneficiaries, particularly youth, reached by the three organisations? This would help determine whether additional enumerators in Thailand or Myanmar may be required. In addition - if possible to be disclosed at this stage - in which geographies in Thailand and Myanmar can we assume the partner organisations and beneficiaries within the multiplier network to be present predominantly (i.e. Chiang Mai, direct border communities in Mae Sot/Mae Hong Son, Yangon)? 

Answer: The multipliers networks are predominantly present in the border region, but also in Chiang Mai and in various regions within Myanmar. The total number amounts to several hundred.
